Previous Canon Point: Post Chapter 22, after confronting Robin (the Avatar).
New Canon Point: Post-game, good ending, sometime after Chrom and Lissa find Robin in a field once more, sans brand. Lucina will also now be 18.
Why would you like to update to this point? Thanks to the memories event, and the shadow event, to name but two, Lucina has the confidence, and the encouragement, to face Grima. She has confronted her personal demons regarding her bloodline and her rocky faith in her parents finding an answer to taking down Grima without her mother's death has been solidified and she knows they will find a way. It's something she needs to do, to see through to the end.
More importantly, it's her last piece of unfinished business; defeating Grima, seeing her parents safe (and restored, in Robin's case, due to her initial sacrifice), and wishing them and her infant self well before she (canonically) disappears.
Yours will be a happy future.
It's at this point she's returned to the Havens; this time it's her choice to come here, as it's a place where she can belong, not out of time, and a place that she wants to fight for.
Besides, there are people here waiting for her.
How will this affect their personality? Largely, confidence. It's not that she never had it - quite the opposite - but there's one thing in saying you'll challenge your fate and another thing entirely to force the future, kicking and screaming all the way, to change to the one you want where everyone lives. Lucina has long since learned to stop doubting herself and no longer crumbles when things don't quite go to plan. They will try again. It's all they can ever do; the only failure is when she stops trying - likewise, this is something she has had reiterated to her by her friends in the Havens. Mind, Lucina's not unrealistic, she knows limits, but she will no longer be the first to lose faith and confidence when things take a sour turn after they make their plans. She will be the one encouraging to make a new plan. No matter how many times, until they figure out the one way they will succeed.
Thanks to the defeat of Grima, her determination and resourcefulness when it comes to taking down anything else will likewise be increased. If she can erase Grima, and still bring back her mother, this being something she has spent almost her whole life trying to accomplish, everything else is a lower rung of difficulty in her mind - she really will not falter.
Without the burden of the world on her shoulders, something she has carried for so long, Lucina is more free, not tied down to something elsewhere that she feels she must return to in order to resolve. Whilst she remains a responsible person and always will, those responsibilities are something she now has freedom in choosing, rather than saving a doomed timeline being her reason to live and exist. She smiles more; she's more relaxed, even if some things never change and she still doesn't understand jokes all that well and she can be a little stoic or overtly serious, but her intentions, at least, are good.
How will this affect their powers? Sans the obvious experience she gains (as well as game mechanics for levels), Lucina's powers will remain much the same. Still the same prowess in the sword, still the same mark in her eye, still Grima blood in her veins. All that's really changed is her confidence and resolve, because her task? She has finally succeeded.
